This is Mikun, a character from Comic Bom Bom’s Cyborg Kuro-chan manga series (also has an anime version). Cyborg Kuro-chan is about an elderly couple’s cat named Kuro, who was shot with an arrow and then taken away by a mad scientist (Doctor Go) to turn him into a cyborg. The Doctor’s goal was to create a cyborg cat that can assist him in his plans to conquer the world. Kuro escapes and the Doctor tries to come up with all sorts of plans to capture or kill Kuro.
